The sea in Imperialism is divided into named areas by straight lines. A tile that has an anchor signifying a harbor or port is not part of any adjoining sea, despite absence of a border line.

Names are generally based on nearby provinces. If your adviser tells you there are hostile ships in a particular sea area, a knowledge of which nation has a province of that name will help you find the enemy, which will probably be seen lined up with others in the southern half of the sea; but it might be adjacent to some land of yours and trying to establish a beachhead, so check all your coastline.
